FYI. Already resolved, but posting for reference.
I have installed PROCESSOR-SDK-RTOS-OMAPL138-LCDK (v4.2.0.9) for Windows. This includes PDK OMAPL138 (v1.0.3).
In re-building the pdk, it seems there is a minor typo in the supplied "pdksetupenv.bat" file for setting up the Arm9 toolchain.
See screenshot below, note the backslash instead of forward slash.
I have fixed by modifying line 155 in "pdksetupenv.bat" as shown below:
