Cannot remove PLL from bypass mode?

I have a custom AM1705 board that is hanging on the last step of Setup_PLL() of the gel file.  Specifically, the code that hangs is:

PLL0_PLLCTL |=  0x1;

And the error message is:

Any ideas?  Thanks in advance!
