Intermittent OMAP-L138 Power up problem

I am experiencing an intermittent OMAP-L138 power up problem and it seems to be coming from the fact that the processor remains in reset.

Could this be due to the fact that I am biasing the reset and BOOT pins to a voltage that comes up well before the OMAP-L138's I/O voltage?
