Flashing OMAPL138 hangs on waiting for BOOTME

So I have a OMAP-L138 development kit with a TMS320C6748 processor that i am trying to flash.

I have run AISgen_d800K008.exe and used it to generate an ais file from a simple .out file.

When i run UartHost.exe and attempt to write the file it stops at Waiting for BOOTME.. and wont load. I have pressed the reset button on the device and cycled power.

I have also tried using the sfh_OMAP-L138.exe to erase the flash and also hang at waiting for BOOTME.

Pins 7 and 8 on S7 are on.
