Running StarterWare USB on Customer

[RJ Hall] My customer is asking the following:

Can someone help me get StarterWare USB up and running on our OMAPL138 on our hardware?  (Not EVM or LCDK TI boards.)  I'm running into an issue when I try to call

    // Pass our device information to the USB library and place the device

    // on the bus.

    //

    USBDBulkInit(0, (tUSBDBulkDevice *)&g_sBulkDevice);

 I enter that function and get stuck in the following while loop forever.

     while (!(HWREG(CFGCHIP2_USBPHYCTRL) & CFGCHIP2_PHYCLKGD));

 I'm guessing there is a setup that is somehow different between my hardware and the EVM/LCDK boards... but frankly I'm under the gun and don't have days to fiddle with it until I find it somewhere.
